Great Salt Lake Minerals (GSLM) is proposing a massive expansion to their solar evaporation ponds along the shores of Great Salt Lake, on land which is managed by the Utah Division of Forestry, Fire & State Lands (FFSL). In 2008, FRIENDS and Coalition members challenged GSLM's first expansion proposal in both the district court and the state supreme court. The suit was brought in response to FFSL's refusal to allow us to challenge their decision allowing GSLM's expansion proposal to move forward. As the suit was playing out, GSLM submitted to FFSL a second expansion proposal. Despite filing comments with FFSL regarding this second proposal, we were not notified in August 2009 when GSLM's application was approved. It was only through filing freedom of information requests in July 2010 that we learned of the approval of this second lease application. Leasing of this area should, by law, be a public process. However, it appears that the public was not adequately included nor notified of FFSL's decisions regarding GSLM expansion.
On August 8th, 2010, FRIENDS joined with Utah Physicians for a Healthy Environment, Utah Airboat Association, Western Wildlife Conservancy, Utah Waterfowl Association, Great Salt Lake Yacht Club, Bridgerland Audubon, Wasatch Audubon, Great Salt Lake Audubon, Utah Rivers Council, Utah Chapter of the Sierra Club, League of Women Voters of Salt Lake, and League of Women Voters of Utah, to file a Petition for Consistency Review. The Petition seeks review of the second leasing decision for consistency with Utah's Public Trust Doctrine and with FFSL's Sovereign Land Management Planning regulations.
